Joy E. Quinlan née Matty is a Senior Forensic Scientist with over a decade-long tenure at the Saint Lucia Forensic Science Laboratory, commencing in 2010. Specializing in DNA Analysis and Quality Management, her unwavering commitment to excellence and efficiency has earned her the affectionate moniker "Ms. ISO" among her colleagues.


A former Miss World Saint Lucia, Mrs. Quinlan holds a Bachelor of Science degree in Biochemistry and Molecular Biology from the University of University of Franche-Comté, France. She is currently pursuing an Executive MBA with Arden University, United Kingdom and seeks to amalgamate business acumen with her forensic and quality management expertise to further enhance the realm of justice in Saint Lucia.


In her role as the Quality Manager, Joy skillfully oversaw the effective adoption of the ISO 17025 Standard and the establishment of a robust Quality Management System within the laboratory. Her leadership and efforts resulted in the Saint Lucia Forensic Science Laboratory achieving ISO 17025 accreditation in 2022, marking it as the first accredited forensic laboratory in the OECS.


Her dedication to curiosity, creativity, and perpetual improvement has led to the development of tools, including calculators for DNA evidence statistical assessment and an electronic case and evidence tracking system, improving efficiency in both the laboratory and the Royal Saint Lucia Police Force Evidence Unit.


Beyond the laboratory, Joy channels her creative spirit into paper engineering, crafting bespoke, interactive cards. This multipassionate professional seamlessly juggles her roles as a wife, a mother to two vibrant boys, and an ardent contributor to the pursuit of truth and justice in Saint Lucia.
