Joseph Berkeley

Joe Berkeley is currently the Deputy Director of the Saint Lucia Forensic Science Laboratory. Before his employment with the laboratory in December 2018, Joe was a member of the Forensic Identification Unit of Peel Regional Police Service, Ontario, Canada for more than 20 years. This unit is responsible for all forensic scene examinations and provides investigative support to service members within the Region of Peel.
One of Joe’s passions and beliefs is that “Every day gets better” and he tries to find ways to drive positive change specifically as it relates to the quality of service provided to the citizens he serves.
He initiated and conducted research into computer-generating composite software resulting in the purchase and utilization of Electronic Facial Identification Techniques (E.F.I.T) software. This product was used in addition to a composite artist expanding availability of the service for victims of crime.
Recognizing the challenges faced by law enforcement organizations throughout the Caribbean including his homeland of Saint Lucia, he encouraged his police service to support and deliver a “Major Case Management” training course for members of the Royal Saint Lucia Police Force. That collaboration and the opportunities it provided are still alive and well today.
As an employee of the Saint Lucia Forensic Science Laboratory, he continues to embrace the power of technology to harness, accelerate, and unite investigative teamwork. Joe is committed to establishing a sustainable system of training designed to provide instructions, mentorship, and guidance from basic level to certification in the various crime scene investigative disciplines, thereby, improving the quality of and confidence in the services delivered to the citizens and visitors we all serve.
Joe earned a Bachelor of Forensic Identification degree from Laurentian University, Sudbury, Canada and successfully completed numerous forensic crime scene examination related courses.
